• Minimum Share Capital: AED 30 Million (Approx. $8.17M USD) - Must be fully paid-up.

• Legal Structure: Must be registered as a Mainland company (e.g., LLC).

• Personnel: Min. 2 local directors, a qualified local Compliance Officer, and Fit & Proper key personnel.

• Infrastructure: Mandatory fully equipped local physical office.

• Governance: Mandatory external auditable Compliance, AML/CFT, and Risk Management frameworks.

• Regulatory Strategy: Deep-dive consultation to define scope, regulatory model, and legal structure.

• Documentation: Drafting the regulatory-compliant Business Plan, 3-5 Year Financial Projections, and

• Fit & Proper forms. Compliance Frameworks: Development of mandatory internal manuals (Compliance, AML/CFT, and Risk Management).

• Liaison & Submission: Active management of the application process and communication with the SCA until Initial Approval.

• SCA Application & Filing AED 15,000 - 25,000

• Initial Approval Fee (~5k) and Final Licensing Fee (~10k).

• Mainland Company Incorporation AED 20,000 - 45,000 (DED License, Trade Name, MOA. Excludes office rent).

• Startuppia Project Fee €20,000 (+ VAT) (Strategic consulting and full documentation/submission).
